tree preservation order (article 5 certificate)
A certificate a local authority can issue with a decision to refuse consent for works to a TPO tree (if the TPO was made before 2 August 1999), exempting the local authority from any claim for damages arising from their decision. The Town and Country Planning (Tree Preservation) (England) Regulations 2012 remove the provision from pre-1999 TPOs in England.
